Batas ARC, Silang, Cavite
Silang, 5th District
SSF For Pineapple Processing
Batas is one of the barangays in Silang, Cavite that is known to be producing large volumes of pineapples. Of the total agricultural land are, two hundred hectares is devoted for pineapple plantation. On the average , it has achieved a production level of 31 metric tons per hectare, which is far higher than the provincial and regional averages of 10.8MT and 5.3 MT per hectare respectively.
Their organization as assessed has been at their highest level of maturity for a couple of years, so the Batas ARC wants to pursue entrepreneurship. That is through pineapple processing into tarts and pies utilizing mostly the rejects or undersized fruits. This would create more jobs, augment the farmers’ income and ensure non-spoilage of rejects. Looking forward to increase their income and create additional jobs, they have to expand their business and spend further market coverage. In doing this, they also are required to apply for a license to operate. As a prerequisite to this, several tests of the products should be performed to assure food safety. However, the cooperative has been delimited by insufficient capital to pursue the project. They needed additional ovens and funds for plant improvement, food analysis and testing and FDA-LTO registration, which was provided by DTI (baking ovens only).

“PDOCCI” is an acronym for Person with Disability Organization in Carmona Cavite Inc., a federation consisting of 14 barangays formed in 2012 that has agreed on one common project which is the Tofu and Soya production. DTI SSF program provided a grant of necessary cooking and Tofu making equipments to help the organization achieve their objective.
This organization was established to ensure that marginalized persons are provided with auxiliary services like employment that will restore their social functioning and participation in community affairs thus the common project which is the Tofu and Soya production.
This organization would not have been created and established without the help of CBR-Community Based Rehabilitation coordinators as well as the focal person of PDAO in Carmona. It all started when the LGU through the CBR gathered data of PWD’s residing in Carmona. This was done to have an inventory as to the number of PWD’s who live in the 14 barangays of the municipality. Each municipality elected their set of officers who will directly communicate with the LGU and raise concern on their behalf. The move was fully supported by their Chief Executive-Mayor Dahlia Loyola. Governed by Republic Act 7277, an Act Providing for Rehabilitation, Self-Development and Self-Reliance of Person with Disability and their Integration into the Mainstream of Society and for other purposes of Magna Carta for Disabled Persons, the state should ensure that marginalized persons are provided with the necessary auxiliary services like employment that will restore their social functioning and participation in community.

JOY MPC has 300 members and total assets of Php9,500,000.00. They conduct annual medical missions as part of their community program. They also participate actively in various cooperative activities in the province where they can acquire additional knowledge and techniques to become a successful organization. The members of the cooperative are mostly teachers, fishermen, tricycle drivers, household helper and some skilled workers who have resigned or have finished contract from garments factories in EPZA. The cooperative never stopped crafting strategies on how to improve their sources of income. One of the activities they have agreed to venture into is the garment manufacturing. Since there are a number of members who are skilled sewers, the officers thought of putting a garments manufacturing activity to augment income of more than 30 members who are displaced as sewers in nearby EPZA. Another thing that pushed the cooperative to go into sewing business is the opportunity given by factories in EPZA who offer subcontracting jobs to local garment manufacturers. JOY MPC being near EPZA saw this advantage and would like to start as soon as possible.
Initially, the cooperative planned to manufacture t-shirts which they will supply to members and other cooperatives who may need them. From time to time there are various provincial and local activities that the cooperative attend and oftentimes, they wear uniform t-shirts. This was found as a good market for JOY MPC. Also, they plan to supply schools and dry goods store of their manufactured shirts. Given this very attractive situation, JOY MPC in coordination with DTI proposed applying to the SSF program as one of its hopeful beneficiaries.

In year 1993, through the R.A. No. 6657, or the Comprehensive Agrarian Reform Law, the municipality of Naic, Cavite was classified as one of the Agrarian Reform Communities (ARCs) in the province of Cavite. It was in year 1994 when the Palangue Agrarian Reform
Beneficiaries Association (PARBA) located at Brgy. Palangue 2 and 3, Naic Cavite was organized initially with seventeen members. Back in July 5, 1995, the Palangue Agrarian Reform Cooperative (PARC) was registered in Cooperative Development Authority (CDA) with 34 members whom were Agrarian Reform Beneficiaries (ARBs) and initial capital of 21,100.00 pesos.
Since then, the members of the cooperative were able to utilize the land awarded to them by producing rice and vegetables like tomatoes, cucumbers, strings beans, bitter gourds, corn, eggplants and other crops. The municipalities of Naic, Silang, Tanza, Indang and Trece Martires City benefitted from farmers of this cooperative as source of vegetables for their public market. In year 2005, PARC closed a contract with Waltermart Supermarket as supplier of vegetables in consignment but due to the huge volume requirement, they were not able to sustain the market.

CAFFMACO engages in the manufacture of quality feeds, operating a consumer store, livelihood projects such as Dispersal, Mara Farm and other services. Livestock and poultry production has generated the profitable component of farming system in the province of Cavite but the main problem of the industry and the livestock raisers was that the pork production is always faced with uncertainty such as the price, quality and marketing of the animals and inconsistent demand and supply which are affecting not only producers but then even the consumers who have to pay a high price for pork in market. The cost of meat is too expensive now a days and allowing them to spoil would mean throwing away a good sum of money.
The cooperative expect expansion in the field of agro-processing and think of some measures for the development of the projects as additional services to members. As such, the Board created a new department, the “Meat Processing Department. Meat Processing is the generic term used to describe the industry. However, a number of terms are used to describe the facilities at which a meat processing occurs, including abattoirs, slaughterhouses and meat packing plants. The terms abattoir and slaughterhouse are synonymous and refer to plants which slaughter livestock and dress carcasses only, often with limited or no processing of by-products. Meat packing plants undertake slaughter and carcass dressing, but also undertake the further processing of meat products and by-products.
To provide members with good quality processed meat that were not infested by disease and/or imported, Caffmaco also engages in meat processing.
The project can also be a market outlet for the produce of members. The processed meat includes skinless & native longanisa, bacon, tocino, lumping shanghai, pork tapa, hamburger patties and embutido. These products were branded as Caffmaco’sBest.

Food microbiology is an integral part of the Food Safety. International standards require three (3) major aspects of food safety namely: 1) physical hazard, 2) chemical hazard, and 3) microbiological hazard. Establishing a world class testing laboratory for micro and small enterprises is a big challenge in our industry in terms of cost and technical capability. It is to this effect that most if not all of the local food products made by our members may not be acceptable or suitable for export market due to stringent requirement on food safety. Putting a World Class Food Testing Laboratory (at par with latest equipment and technical skills) that can be used commonly and shared by our members is a big leap to help boost our member’s competitiveness. Putting it inside a Campus is an even better ingredient to accomplish the big picture by enabling the Laboratory to continually produce future Laboratory analyst that can be absorbed by the industry.
Establishing a world class testing laboratory for Micro, Small and Medium Enterprises (MSMEs) is a big challenge in our industry in terms of cost and technical capability. It is to this effect that most if not all of the local food products made by the members of PHILEXPORT may not be acceptable or suitable for export market due to stringent requirement on food safety. It is in this context that a Digital Printing/labeling and Digital Duplicating machine is being proposed for members and non-members of LKFI to avail under the DTI Shared Service Facility program.
The Likhang Kabitenyo Foundation Inc. promotes and assists MSMEs in the province of Cavite. It consists of more than one hundred entrepreneurs-member’s majority of which are engaged in food production and categorized in the micro industry. In business, labeling is considered as one of the important processes. Label is the first point of contact between a consumer and the producer.
